Our Legislative Agenda

a. Magna Charta Revision

i. We stand for the amendment of the Magna Charta of students’ rights and welfare which shall include the articulation of the following: Class Schedules, Academic Evaluation, Final Examination, Final Grades (for those given late), Evaluation of Teachers, Evaluation of courses, Article on Access to Information, Article on Freedom of Expression (Right to peaceably assemble), On matter of tuition and school fees categorization , Under participation in policy making, we can amend “Students’ initiative”, Right to be consulted, Right to Security, for Due process, the right to have access to information (evidences)



b. Student Assistants’ Code

i. This code provides the parameters in which the student assistants’ services are bound. This code hopes to clearly draw the line between departmental work and otherwise. This also institutes the STRAW Commission to be the agency that safeguards the rights and welfare of student assistants. This code shall ultimately be lobbied to the University President for approval and promulgation.

c. “An Anti-Corruption” Code

i. This law specifies acts of corruption in government transactions and process that facilitate corruption. This includes internal and also external transactions with different entities. This code substantiates Article 11 section 2 of the CSG Constitution that enumerates the grounds for dismissal or impeachment.

d. Student Participation in Government Act

i. In light with the provisions of the constitution Article 3 Section 5

“The XU – CSG, in exercise of its powers and jurisdiction, shall foster transparency in all undertakings at all levels of governance and encourage participation among its constituents.”

and Article 4 Section 9,

“Legislative bodies for the local governments shall be represented in the Central Student Government respectively as may be provided by law.”

This law shall institute a greater body of representation that shall act as a consultative and reporting entity of the Central Student Government to be named the Students’ General Assembly. Added to this provision are instituted details in coordinating the GPOAS among student organizations and councils, creation of the Administrations’ Forum, and the policy of incorporation of class beadles to the leadership system of the university.

An Engaging Government


"An engaging government is a leadership that goes to the frontiers to build relationships among institutions and people for best results."


a. Culture and Arts Engagement – the government shall foster a greater engagement of our heritage through active participation in the efforts of Xavier Center for Culture and Arts. A special liaison officer will be appointed that mediates the student government and its said office.

b. Engaged Citizenship – the government shall build a lasting partnership with the KKP-SIO for its effort of building a socially committed government who is a force in engaging pertinent local, national, and international socio-political issues. The Department of Ministry and Social Action shall asses the top 3 issues the government will be engaging for the academic year and plot appropriate actions.

c. Formation Track Engagement – the government shall play a major role in crafting the student formation track of the university. We support to move the NSTP to second year level to better facilitate the formation process. We believe that the NSTP is more effective when it is designed as a response of the insights gained in the Freshmen Formation Program. We shall also actively engage for the development and integration of the different activities of the CMO (retreats and recollection), FFP (inclusion of a student leadership module in FFP), and the Persons Program.

d. Environmental Engagement – the government shall strongly engage environment concerns especially with in campus. It shall support the creation of a multi sectoral coalition which is tasked to lead the solid management waste efforts of the campus. Moreover, the government shall continue to tap opportunities to lobby a styro-free campus policy, regulation of tarpaulins and the integration of student led efforts on the environment.

A Rooted Government


A government that anchors itself, its resources and efforts in the real needs and conerns of the students.


a. Establish program based initiatives that addresses the 3 C’s for students by students

i. Academic Development Program – spearheaded by the Department of Academic Affairs, this program provides academic assistance and interventions for the students such as one-on-one tutorials, quiz bees, term paper assistance, book sales, oration competition, essay writing, video making competition and other creative ways to improve their academic performance. This program also includes a review and evaluation of courses, teachers and programs that will help improve our education system in the University.

ii. Wellness and Health Program – in partnership with the PE Department and Athletic Office, the government hopes to provide regular opportunities where students can exercise, play sports, and the like.

iii. Student Involvement Program – in partnership with the KKP-SIO, the government hopes to provide a singular venue to deploy our resources in developing people and a certain community/school in line with the environmental priorities of the government.

b. Strengthen student group and organization support such as scholars and student assistants

i. Scholars’ Assistance Fund – in partnership with the PTA and the Scholarship office, we hope to assist a number of scholars who have financial difficulties. These limitations compel them to skip lunch and the like. This fund would give them a daily meal tab for support.

ii. Student Grant Program – This program provides funding to student groups and student orgs whose projects/programs are aligned to the mission and vision of the central student government.

iii. Student Organizational Assistance Fund – this fund is allocated to support relevant activities of extra-curricular organizations.

iv. Student Assistants Organization – the government should support the formation of a student assistant’s organization. This group shall then be charged to facilitate the concerns of the student assistants and initiate programs and projects that caters to their needs.



c. Employ new media for effective communication

i. Integrated website and online bulletin – the government should make full use of new media to disseminate information. The use of a blog type website makes it easier for navigation and posting of information. We also aim to harness the power of the blogger’s community in XU. This is managed by the office of Information.

ii. Establish a Hotline cell number – This enables ordinary students to contact the government and channel any concerns, questions, issues, etc. they might encounter.

iii. “How to” video compilation – provide a video archive of short videos explaining all relevant procedures and processes each student should know in campus such as how to file for change of grades, file complaints, invest in XUCCO, or get a new ID.

d. Establishment of an integrated student service.

i. Daily Student Assistance – the government should explore the idea of operating a rent system for everyday items such as umbrellas, phone service, calculators, a baggage counter system etc.

ii. Create a Database of dorms/pads resided by Xavier University Students – This effort can help students who have a hard time looking for affordable dorms/pads near the campus.

An Inclusive Government


An Inclusive government means a transparent, accountable, participatory, and responsive representation that is mindful of the mandate bestowed upon him by the electorate. We envision a leadership that invests time to listen and organize concerns into policies of action.

a. Transparent Representation and Institutionalization of Accountability Mechanisms

i. Strict implementation of committee representative reports on key committees/councils - We recognize that the very core of our duty as a student government is to speak and act in the students’ behalf – to represent the students in the different administrative bodies of this institution. The government shall implement a representation process that all representatives should abide. Prior to the meeting of a certain committee, the student representative should conduct simple consultations regarding the subject matter of the meeting. These documented concerns should be publicly accessible via internet and other sources. Once polished, this shall be the basis of the representation aside from the main policy adopted by the government. After such meeting, the representative shall submit a full report of what transpired in the meeting on matters that directly affect students’ interests.

ii. Greater integration of year level representatives in CSG governance – Having the mandate gained directly from its constituents, the year level representatives should be given greater capacity to exercise their representation not just in the council setting but also in the overall governance of the central student government manifested in their inclusion in planning and goal setting workshops of the government and others. The Central Student Government and College Councils shall also ensure freshman participation in governance through their representatives.

iii. Lobby for an observer status in the Board of Trustees – The Board of Trustees is the highest governing body of the University. As the University’s major stakeholders, it is beneficial for both the board and the students since there is an immediate link and relationship between the board and the students. This link can serve as an opportunity to be consulted and to be heard on the major decisions of the university.

iv. The creation of the Student Congress – We should nurture a culture of accountability and transparency. One way to nurture this culture is by way of a mechanism that facilitates reporting and direct consultation. The Student General Assembly is designed to accommodate this goal.

v. Administration Forum – the CSG being the link between the students and the administration should manifest this link in different ways. One is providing a venue where there is direct interaction between the students and the administrators.

vi. Open and Integrated Planning Process – as mandated by the Local Government Code, each of the Central Student Government executive departments should initiate general planning sessions with the college counterparts. Consistency and synergy should be heavily emphasized as a guiding principle in the planning process. We shall also open the planning process to external suggestions through the Office of Information and Marketing.


b. Streamline communication channels that facilitates concerns, issues and grievances

i. XSAC re launch – created on S.Y. 2007-2008, This office aims to be the facilitative front line service of the Students’ Rights and Welfare Commission as complaint processing, assistance and mediation office. They shall cater not just complaints on people, but also in programs, infrastructures and others. XSAC should be exercise greater visibility and information regarding their services through a creative awareness and action drive.

ii. STRAW AND SCC Representation in the College Administrative Board – The College Administrative Board, being the body that investigates cases against students reserves 2 seats for student representation. We believe that it would be appropriate that the president delegates the privilege to the Office of Supreme Court Justice since the nature of his work is more in tune to the mandate of the board. The representatives should submit a written report to the President on the cases.

c. Broaden Involvement opportunities for students

i. Open Volunteer Policy – the government should provide wider opportunities for involvement. The government should develop a system that opens projects and programs to volunteer for that specific affair only.

d. Internal reorganization

i. Empowerment of Departments – the departments, being the front line service agencies of the government should be given enough space and power to grow and expand. Powers will be given to the department such us making its own internal procedures, creating their own structure and recruiting their own members among others. This will pave the way to a more professional, sustainable and empowered departments.

ii. Creation of offices – offices handle specific functions and tasks within the government. By establishing offices, they are given focus to conduct administrative duties.

1. Office of Information and Marketing– works on the integration of the information system of the entire government and student organizations and also mandated to collect all relevant information which is of interest to students in their campus life. Data gathering and statistical analysis, and the central post shall be integrated in this office.
2. Office of Budget and Finance – works on all financial dealings of the government.
3. Administrative Office – works in the training and development of team members, documentation and the general up keeping and organization of the office.

iii. Department Reform – The department is mandated to formulate, implement and evaluate the programs and projects with in their area of specification. By identifying their specific area and articulating their goals, the departments are capacitated to function more effectively and freely. By reorganizing the departments, we cut costs, streamline their scope, and empower them to function within a defined scope.

iv. Creation of special events committees- this helps disburden the departments of major events and open venues for involvement. These committees focus on short term special events such as Intramurals, Xavier-days, Org Trip and others.
